FIRE SAFETY AND BCA SERVICES FOR NEW CONSTRUCTION.
Compliance issues caught late in construction are expensive. Once walls are lined, ceilings are boarded and finishes are installed, finding a non-compliant penetration or a substandard fire wall requires destructive opening-up works, delay and cost. EBS Consultants prevent that. We partner with builders and developers throughout the construction program, providing staged inspections, technical guidance and the compliance documentation required for your occupation certificate.
What We Cover
Our construction services.

Penetration Matrix and Fire Stopping Specifications
Under the NCC, any building element with a required fire-resistance level must have documentation that explains how that resistance is maintained at service penetrations, the pipes, ducts, conduits and cables that pass through fire-rated walls, floors and slabs. EBS prepares penetration matrices and fire stopping specifications that document: • All fire-rated wall, floor and ceiling junctions and their required fire-resistance levels • Approved fire stopping products and installation methods for each penetration type and trade • Opening protection requirements including fire-rated door sets and frames • Minimum fire-resistance levels for all structural elements Our specifications are produced in compliance with the Design and Building Practitioners Act 2020 and are suitable for submission by architects to principal certifiers as part of the building documentation package.

Fire-Rated Construction and Penetration Inspections
EBS Consultants inspect 100% of fire-rated construction and service penetrations, every fire wall, bounding wall, slab penetration and fire door is checked, photographed and documented. Our inspections are conducted by an unrestricted building surveyor and certified for inclusion in the occupation certificate package. This level of scrutiny is not optional. Fire-rated construction must be maintained for the life of the building and will be inspected repeatedly. Non-compliant penetrations found post-OC require destructive rectification, orders of magnitude more expensive than getting it right during construction.
Frequently asked questions.
A penetration matrix is a document that records all fire-rated wall, floor and ceiling junctions and their required fire-resistance levels, along with approved fire stopping products and installation methods for each penetration type and trade.
Fire-rated construction must be maintained for the life of the building and will be inspected repeatedly. Non-compliant penetrations found post-OC require destructive rectification, orders of magnitude more expensive than getting it right during construction.
The Design and Building Practitioners Act 2020 requires that design practitioners prepare and lodge regulated designs. Our penetration matrices and fire stopping specifications are produced in compliance with the DBP Act and are suitable for submission by architects to principal certifiers.
As early as possible. The most cost-effective time to resolve a BCA non-compliance is before construction begins. We can review architectural documentation at design stage and provide staged construction inspections throughout the build program.
Every fire wall, bounding wall, slab penetration and fire door is checked, photographed and documented by an unrestricted building surveyor. Certification is provided for inclusion in the occupation certificate package.
